Communications and Media Commission (CMC) announces a bid to provide it with an Audio/Video Logging System with the technical specifications and legal provisions below. Foreign and Arab companies, alongside with Iraqi companies with Class A Chamber of Commerce ID – interested in bidding shall refer to the Commission's headquarters at the following address to obtain a copy of the tender documents for a non-refundable fee of (150,000) IQD: Iraq-Baghdad, Al-Masbah, Hay Babil, Dis. 929, St. 31, House # 161/1830. The winner bidder shall bear the cost of publishing this announcement. CMC in not obliged to accept the lowest bids. Bidders shall submit bids in two envelopes (Commercial and Technical) both of which shall be marked with the name and the number of the Tender, and shall be placed in the Bidding Box at the CMC building on the afore-mentioned address.
Closing Date: 12:00 p.m. of sunday 23/10/2011.
This tender shall comply with the Government's Contracting Provisions No.1 of 2008.
Bids submitted without the following documents and credentials shall be disregarded:

1- Certificate of Clearance (of 2011) issued by the General Commission for Taxes.
2- 1% Bid Bond via a certified check or a letter of credit to be issued by a credited Iraqi Bank with a validity period of (90) days from the date of submitting the bid, with a formal letter addressed to CMC and signed by the Bank Manager or the Managing Director. Winning Bidder shall submit a performance bond of 5% of the tender value upon signing the contract.
3- Prices shall be final and non-negotiable, noting that CMC shall answer participants queries in Sunday 30/10/2011 at 10:00 a.m. at the address above.
4- Arab and foreign companies must enclose Memorandum of Association, Minutes of Incorporation Meeting, and Certificate of Incorporation certified by the Iraqi Embassy, and by the Iraqi Registrar of Companies as for the Iraqi companies.
5- Tender Purchase Receipt must be enclosed as well.
