By Consultation with UNESCO, Journalists Syndicate Media Institutions … CMC Studies Enhancing Regulation Code of Media Broadcasting Rules
CMC, along with the UNESCO cooperation and coordination and with several media organizations held an extensive meeting to study the development of regulation code of media broadcasting rules.
Several organizations were invited to the meeting. The most notably one attended the meeting was UNESCO – Iraq, represented by Mr. Dhiya Al Sarai, Dr. Adnan Al-Sarraj- Chief of the Iraqi Center for Media Development, Dr.Nadhum Al-Rubaie representative of Journalists Syndicate and Dr. Hashim Hassan, Dean of Media College in Baghdad University.
Mr. Ashraf Al Dahan- Chairman of CMC Board of Commissioners participated in the meeting with Board members: Mr. Jassem Al Lami and Khalil Al-Tayyar, along with CMC audiovisual department personnel. Also, the meeting was attend by Mr.Salim Abdul Rasool, and some staff of CMC monitoring department in addition to CMC Board of Commissioners rapporteur: Mr. Ibrahim Al-Assam.
The meeting was chaired by Mr. Khalil Al-Tayyar: Board of Commissioners member. At the beginning, He welcomed all participants indicating the importance of involving concerned parties and international organizations in Iraqi media affairs to develop regulation code of broadcasting rules material which is the main pillar for media performance regulation in Iraq, and maintain and control media speech in accordance with the granted space of freedom expression..
The meeting witnessed submission of work sheets and comments by the participating parties. That included appreciation addressed to CMC for regulating media institutes performance. Several valuable opinions were presented for development.
Dr. Nadhum Al- Rubaie- Journalists Syndicate representative presented a work sheet. He discussed the legal aspects and gaps in regulation code. He presented many point of views pertaining amendments in a way that may contribute to develop its items to have comprehensive area for the monitors in covering media violations in their large fields.
In return, Dr. Adnan Al-Sarraj- Chief of the Iraqi Center for Media Development submitted his notes; in which he praised CMC cumulative efforts to ripen and develop regulations. He referred to several points relating to professional and occupational aspects of regulations and stressed on reconsidering these regulations to be an assistant for monitors to differentiate between deliberate violation of channel discourse and professional weakness that cause violation.
Mr. Dhiya Al Sarai- UNESCO representative- presented a long intervention that included several dimensions to develop this code and maturing its items. He expressed UNESCO’s readiness to support code future prospects and to back it up with executive regulations which would contribute to develop the executive regulations and make it more transparent and professional.
It is worth mentioning that after extensive discussions the meeting led to adopt several recommendations related to parties involved to expand their participation in research workshops about regulations development and the necessity of inserting cadres of media institutes to understand its code items, then to bring them back to deal with it, with the max need for training CMC monitoring staff, in order to enhance their abilities.
